| The citizens of the state of Tennessee have the right to keep and bear arms for their common defense; but the General Assembly has the power, by law, to regulate the wearing of arms with a view to prevent crime. Any resident of Tennessee who has reached twenty-one (21) years of age may apply to the Department of Safety for a handgun permit. If the applicant is not prohibited from purchasing or possessing a firearm in this state pursuant to T.C.A. Cod 39-17-316 or 39-17-1307(b), 18 U.S.C. 9 (g) or any other state or federal law and the applicant otherwise meets all of the requirements, the department shall issue a permit to the applicant. |

Permit will be valid for four (4) years from date of issue.

The permit shall entitle the permittee to carry any handgun - which the permittee legally owns or possesses.

The permittee shall have the permit in their immediate possession at all times when carrying a handgun and shall display the permit on demand of a law enforcement officer.

Even though a person is authorized to possess or carry a firearm pursuant to T.C.A. 39-17-1315 or 39-17-1351 and has a permit, there are some restrictions as to where firearms may be carried. QUALIFICATIONS
Qualifications That Must Be Met Before Applying for a Tennessee Handgun Carry Permit
- Effective July 1, 2005, all new handgun permit applicants must provide proof of U.S. Citizenship or Lawful Permanent Residency unless such applicant has already provided this proof and it is documented on their driver license record.
- Effective July 1, 2005, Tennessee hangun carry permit law will now allow certain applicants already exempt from complying with firing range provisions of the current statute to also be exempt from any classroom requirements. Those current exceptions are applicants who proof to the department that within five (5) years from the date of application for handgun permit, the applicant has:
- Been certified by the police officer's standards and training commission, or
- successfully completed training at the law enforcement training academy; or
- successfully completed the firearms training course required for armed security guards; or
- successfully completed all handgun training of not less than four (4) hours as required by any branch of the military.
- Applicants are required to be a resident of the State of Tennessee;
- Be at least twenty-one (21) years of age;
- Applicants shall not have been convicted of any felony offense punishable for a term exceeding one (1) year;
- Applicants shall not currently be under indictment or information for any criminal offense punishable by a term exceeding one (1) year;
- Shall not be currently the subject of any order of protection;
- Shall not be a fugitive from justice;
- Shall not be an unlawful user of or addicted to alcohol or any controlled substance and the applicant has not been a patient in a rehabilitation program or hospitalized for alcohol or controlled substance abuse or addiction within ten (10) years from the date of application;
- The applicant has not been convicted of the offense of driving under the influence of an intoxicant in this or any other State two (2) or more times within ten (10) years from the date of application and that none of such convictions has occurred within five (5) years from the date of application or renewal.
- Shall not have been adjudicated as mental defective; has not been committed to or hospitalized in a mental institution; has not had a court appoint a conservator for the applicant by reason of a mental defect; has not been judicially determined to be disabled by reason of a mental illness, development disability or other mental incapacity; and has not, within seven (7) years from the date of application, been found by a court to pose an immediate substantial likelihood of serious harm, as defined in Title 33, Chapter 6, Part 5, because of mental illness;
- Shall not be an alien illegally or unlawfully in the United States;
- Shall not have been discharged from the Armed Forces under dishonorable conditions (dishonorable discharge, bad conduct discharge or other than honorable discharge Chapter 1340-2-5-.02 (5);
- Having been a citizen of the United States, applicants shall not have renounced their citizenship;
- Shall not have been convicted of a misdemeanor crime of domestic violence as defined in 18 U.S.C.A. 921 (33);
- Shall not be receiving social security disability benefits by reason of alcohol dependence, drug dependence or mental disability;
- Shall not have been convicted of the offense of stalking;

REQUIREMENTS

Applicant shall submit proof of the successful completion of a department approved Handgun Safety Course within the past six (6) months. Call (615) 251-8590 to find out locations and phone numbers of schools.

Submit application at any Driver License Exam Station location.

Applicant is required to present a photo ID to the department at the time of filing the application.

Pay $115 non-refundable application fee payable by cash or certified check.

- Renewals can be submitted up to six (6) months prior to the expiration date. Any person whose handgun carry permit expires and such person applies for a renewal within six (6) months from the date of expiration, such person shall only be required to comply with the renewal provisions. However, you may not lawfully carry a weapon until you receive a new permit. *If the renewal application is filed six (6) months or more from the date of expiration, such person shall, for all purposes, be considered a new applicant.
- The fee is $50.00. A background check will be conducted on all renewal applicants. A new permit will be mailed from the Central Handgun Permit Office.
- A permit holder can submit a Renewal Application at any Driver License Center or renew by mail. Applications may be downloaded (click here) or, to receive a renewal application by mail call (615) 251-8590.
- Complete and sign your application. Mail the application and the $50.00 fee payable by check or money order to the following address:

DUPLICATE HANDGUN PERMIT, CHANGE OF ADDRESS |

By law if you move, you may either simply notify the Department of Safety to change your address on our records, or you may apply for a duplicate handgun carry permit that will have the new address on it. However, you are required to give us your new address within sixty (60) days.

TENNESSEE'S RECOGNITION OF OUT-OF-STATE
HANDGUN CARRY PERMITS AND
RECIPROCITY INFORMATION

Tennessee now recognizes a facially valid handgun permit, firearms permit, weapons permit, or a license issued by another state according to its terms, and will, therefore, authorize the holder of such out-of-state permit or license to carry a handgun only in the state of Tennessee.

The person must be in possession of the permit or license at all times such person carries a handgun in Tennessee.

Tennessee will enter into written reciprocity agreements with other states that require the execution of such agreements.

If a person with a handgun permit from another state decides to become a resident of Tennessee, such person must obtain a Tennessee handgun permit within six (6) months of establishing residency in Tennessee. Such person will be processed as a renewal applicant if the eligibility requirements of the other state are substantially similar to the eligibility requirements of Tennessee. A person who is employed in this state for at least thirty (30) hours a week for six (6) consecutive months is required to obtain a Tennessee handgun carry permit within six (6) months from the last day of the sixth month of regular employment in Tennessee. A Tennessee handgun carry permit will be issued in this situation only if the other state has eligibility requirements that are substantially similar to the eligibility requirements of Tennessee. If the eligibility requirements from the other state are substantially similar to the eligibility requirements of Tennessee, Tennessee may issue a Tennessee permit to the person employed in this state under the renewal provisions of Tennessee law.

The above number 5 will not apply if the state of residence of the person employed in Tennessee has entered into a reciprocity agreement with Tennessee.

Applications are received in the Handgun Carry Permit Office, and reviewed
Proper documentation is forwarded to three (3) different agencies: (TBI, FBI, County Sheriff).
Upon a name search approval from TBI, the permit can be issued within ninety (90) days from date of application.
Permit will be valid for four (4) years from date of issue.
The permit shall entitle the permittee to carry any handgun - which the permittee legally owns or possesses.
The permittee shall have the permit in the holder's immediate possession at all times when carrying a handgun and shall display the permit on demand of a law enforcement officer.
